Since its implementation on March 1, 2004, the current "Technical Standards for Highway Engineering" (JTG B01-2003) has adapted to the needs of social, economic development, and highway construction at that time and for a period thereafter. However, with the rapid development of China's society, economy, and highway industry, it has gradually become unable to meet future development requirements. On September 30th of this year, the "Technical Standards for Highway Engineering" (JTG B01-2014) was officially issued and will be officially implemented on January 1st, 2015.

On the basis of the "03 version standard", the "new standard" has been adjusted to 10 chapters and 135 articles, refining technical parameters and considering relevant details more specifically. In the process of use, it is also more flexible and flexible. For example, the "03 version of the standard" regards traffic volume as the decisive factor in the selection of highway technical grades, but in the "new standard", highway function is recognized as an important basis for determining technical grades and main technical indicators, which highlights the characteristic of highway construction that will place more emphasis on the planning of road network grade structure. In addition, the design of the "New Standard" is more humanized and attaches greater importance to the safety level of highways. For example, it refers to the research results of developed countries in Europe and America and the practice of China over a decade to determine the application speed inspection and safety evaluation; At the same time, it is required to adjust the design vehicle and vehicle conversion coefficient, and improve the vehicle load standard of second-class highway in combination with the actual situation of the current large-scale heavy vehicles turning to second-class highway to reduce transportation costs

This "new standard" has been adjusted in 12 major aspects compared to the "03 version standard", fully considering issues such as China's national conditions, economic and social development stage, and land resource status. Its overall characteristics are safety, practicality, economy, and adaptability to the development needs of transportation and highway construction.
